The key is, we will deepen the political relations through the economic, especially with the aid of the famous Skovorodino – Daqing oil pipeline.
The key goal of Russia is now innovate modernization, such as develop new technologies, and export knowledge-intensive products rather than raw materials. And this is where the contrary to the interests between the two countries for many years. China only needs Russia's raw materials. As for the knowledge-intensive products, China produced more and better quality then export to us. In the past, Russia thought good Chinese are buying technology, bad Chinese are counterfeiting technology. However, China made great efforts for the development of independent intellectual property rights (China electronics), and generally speaking the center of global innovation is shifting to Asia, which of course including China (China manufacturers). From a strategic perspective, Russia must have a new view.
Crude oil has accounted for half of all Russian’s exports, China's high-tech exports to Russia have increased. That is a good strategy if Russia can achieve a breakthrough in high-tech exports.
